REFEREE & COACHES NOTES FOR SAC/HC RECREATIONAL MATCHES 2009
1. REFEREE COVERAGE & NO SHOWS - Should there be no referee present 5 minutes before the start of a game, coaches are requested to do the following. First, inspect your players equipment and coordinate a coin toss with the opposing coach. Second, choose a substitute referee to get the game started preferably a registered coach or assistant coach Third, get the game started.
2. SPECTATOR LINE – Each field should have spectator lines on each side which run along the touchline three yards off the field. In the absence of this line, EVERY COACH MUST establish this three yard distance away from the touchline to keep back all players, coaches and parents.
3. FIELD OF PLAY – Fields MUST be lined weekly regardless of rainouts. It is the COACHES’ RESPONSIBILITY to keep their own team and parents away from behind each goal and off the field during the match. THIS INCLUDES COACHES THEMSELVES!!!
4. PLAYER EQUIPMENT – Coaches need to remind their parents that baseball cleats are not acceptable especially at U11 and above. Coaches are requested to make sure every player is wearing the SAC/HC Uniform shirt and that their goal- keepers jersey is distinctly different from any other team’s players.
5. JEWELRY & EYEGLASSES – NO jewelry or eyeglass are allowed in recreational play. THIS INCLUDES STARTER POSTS. It is NOT acceptable to use band aids or tape on any jewelry except medical alert tags. They must be taped down to the chest. Sport goggles are acceptable for those visually impaired. As an alternative a pair of “shop goggles”, plastic with a safety strap, may be worn over prescription glasses to provide player protection.
6. CASTS – No casts are allowed !!
7. PLAYER SAFETY & INJURIES – The referees have been advised to call the games much tighter in hopes to minimize injuries. Should an injury occur, the referee has been instructed to go to the injured player and offer assistance where possible before stopping play. When a serious injury has occurred, the referee will stop play to allow for the coach to attend to their player. A coach MUST get the referees permission before coming on the field of play to attend to a player. Any time a coach comes onto the field to attend to an injured player, that player MUST leave the field and may be substituted for. The player may re-enter the field at the next normal substitution with the referee’s permission after a recovery period of approximately 2 minutes. The only exception to this rule is the Goalkeeper.
8. SPORTSMANSHIP – Coaches need to set both the expectation and the example. Prior to the first (each) game, the coach needs to advise all the parents that any dissent or poor sportsmanship is UNACCEPTABLE !! Coaches need to set the example by not questioning the referees calls or non-calls and showing a positive attitude toward all players, the opposing team, and the referee. Remember, play hard but play fair. Players and parents watch us and follow our lead.
9. GOALKEEPER PROTECTION – It is the duty of the referee and coaches to protect the goalkeepers. Referees are being instructed that ANY PART of one hand (includes just one finger) on the ball is considered goalkeeper possession. Although the referees will be working harder to keep an eye on this, it is imperative that every coach instruct their players to yield to the goalkeeper once they have any part of one hand on the ball. They MUST BE told not to kick or attempt to kick at the ball when in the keepers’ possession. Some players have been attempting to kick the ball away from a keeper who already has possession resulting in injuries to the goalkeeper. Referees are being instructed to treat attackers attempting to kick at a ball in the goalkeeper’s possession as a penal foul punishable with a direct free kick. If in the opinion of the referee this is either unsporting behavior or worse yet, serious foul play, the attacker may be carded to include red carded or send-off.
10- TEAM LIASON - Prior to the start of every match, each team is to have their Team Sportsmanship Liason introduce themselves to the referee. The TSL is responsible for the conduct/behavior of the parents and spectators for their respective teams. The TSL is to maintain "Good Sportsmanship" at all times. They are responsible to correct any unacceptable behavior from those representing their team especially as may be requested by the referee.
