SAC/HC RECREATIONAL TOURNAMENT
RULES AND REGULATIONS
August 26, 27 & 28, 2011
1. The tournament will be played in accordance with all current and recently revised FIFA rules with modifications as contained herein.
2. Substitutions:
Unlimited substitutions will be allowed at the following times:
a. When the team in possession of the throw-in is substituting,
the opponent can sub as well. Otherwise, only on your throw in.
b. Either team's goal kick.
c. After a goal is scored.
d. At half-time.
3. Length of game:
All Preliminary Games: 25 minute halves - 5 minute break at half-time.
All Semi Final Games: 30 minute halves - U-14 and U12
25 minute halves - U11, U-10 and U-9
5 minute break at half-time
Championship Games: 30 minute halves - U-14 and U-12
25 minute halves - U11, U-10 and U-9
5 minute break at half-time
Preliminary games can end in a tie.
Semi-final and championship games must result in a winner. In the event there is a tie at the end of regulation play the following tie breaking procedures will be used.
a.If there is a tie at the end of regulation play, the teams will play two 5 minute overtime periods using five (5) players and without a goalkeeper. The golden goal rule will apply (ie., first goal scored wins the game).
b.The five players selected to start the first overtime period must be on the field of play at the end of regulation play. Overtime will commence immediately after regulation play with a coin toss to determine who kicks off. No goal will be allowed directly from a kickoff. Substitutions are allowed during overtime play.
c.If there is a tie at the end of the 2nd five minute overtime period, the game will be decided on penalty kicks. Winner will be the best score after 5 shooters from each team have taken their shot. Players participating in the penalty shots do not have to be on the field at the end of the overtime play-they can be selected at the conclusion of overtime.
4. Points: Win (3 Points) Tie (1 Point) Loss (0 Points)
If a victory results from a forfeit or disqualification, then the official score will be 3-0 and the winning team receives two (3) points.
5. Tie-breakers following the end of preliminary round game play will be as follows, in order:
a. Team with most wins.
b. Head-to-head competition results.
c. Bonus points - maximum of 3 per game (difference between goals for and against).
d Fewest goals allowed.
e. Coin flip with coaches.
6. Ball Size: U-14’s use #5; U-12 thru U-9 use #4; Under 8 use #3. . Each team must bring a game quality ball to every game.
7. Coaches and players must appear on the field ready to play regardless of weather conditions unless advised to do otherwise by the tournament committee. Only the referee or tournament committee may cancel or postpone a game.
8. SHIN GUARDS ARE MANDATORY. Shirts must be tucked in and socks must be pulled up over shin guards at the start of the game.
9. Competing teams will take the same side of the pitch, each on either side of the midfield line. Spectators for both teams will take the opposite side of the pitch. All coaches, players, and spectators must stay clear of the touch line between the corner and the 18 yard extension of the penalty box, and clear of the goal line.
10. Any player receiving a red card will be ineligible for the next scheduled game. Yellow cards are cumulative from game to game. A player receiving a second yellow card in the tournament will be ineligible to play in the game immediately subsequent to the game in which he/she received the second yellow card. Issuance of all red and yellow cards and other matters involving the conduct of a team, its players, coaches or supporters will be recorded and reported immediately to the MSYSA and the home club/league.
11. All matters involving referee assault (or abuse) shall, in accordance with USSF Rule 3042, be referred immediately to the MSYSA.
12. No protests will be considered.
13. No games will be rescheduled for any reason.
14. Tournament will use only certified USSF referees operating under a one or three referee system. Where only two referees are present, the USSF mandated procedure will be utilized - one will act as referee and the other as a linesman. The referee will select a club linesman. Referees will be paid by the teams on the field, in cash, prior to the start of the game.
15. In the event that the tournament is totally canceled due to weather, or other event such as terrorist activity, the entry fee will be forfeited and the performance bonds will be returned. A prorated refund will be provided to each team after pre-tournament expenses, such as the automated registration/scheduling program, and field lining, have been deducted.
16. The Soccer Association of Columbia and Howard County will not be responsible for any expenses incurred by any team if the tournament is canceled in part or in whole.
17. Roster Size--For U9-U12: Rosters will be limited to fourteen (14) players meeting the age limit of the specified division. Players must have been born during, or subsequent to, the divisional year, as defined by US Soccer Guidelines. A team may have no more than two (2) guest players. For U14 teams, the roster will be limited to eighteen (18) players with a maximum of three (3) guest players.
Maximum number of playrs on field for U-8 is five (5).
Maximum number of players on field for U-9 and U10 is seven (7).
Maximum number of players on field for U-11 and U-12 is eight (8).
Maximum number of players on field for U-14 is eleven (11).
